From January 1st 2019, the procedures pertaining to the recognition of degrees and Higher Education Diplomas issued by foreign Higher Education Institutions are regulared by Decree-Law no. 66/2018, from August 16.
This new Decree-Law revokes the two previous ones, DL no. 341/2007, from October 12th and DL no 283/83, from June 21st, even though they still apply to processes submitted before December 31st 2018.
ATTENTION: After submitting a specific or level recognition request and/or a grade conversion request, in order to complete the instruction procedure, you should contact the Academic Affairs Office through our email address reconhecimentos@reit.up.pt or via the phone contacts available on the Service's page. The recognition request will remain pending until it is fully instructed.
Filling in the online form, specifically any personal data and information pertaining to the qualification to be recognized should be done with the utmost rigor, since that is the information that eventually will appear in the recognition certificate that may be issued.*
In order to guarantee the reading of all documents, we ask that you please submit all documents (either via email or directly in the platform) in Portable Drive Format (.pdf).
There are three types of recognition in Portugal.
This form of recognition generically recognises a higher education foreign degree or diploma with identical level, objectives and nature to the Portuguese degrees of Licenciado, Mestre and Doutor and the short cycle professional higher technical diplomas ,that are included in the list of degrees and diplomas approved by the commission for the recognition of foreign degrees and diplomas.

This type of recognition is requested through the following online form for Foreign Higher Education Degrees and Diplomas Recognition and Conversion of the Final Grade, by the holder of the degree/diploma
According to Article 4 (2) of Decree-Law no. 66/2018, applicants must present a document that unequivocally proves that the degree has been awarded, namely the formal diploma or degree certificate.
An official translation is mandatory when the documents are written in a foreign language other than Spanish, French or English.
In case you wish to have your final grade converted to the Portuguese scale you must present a document, issued by your Higher Education Institution, where your final grade appears as does the grade scale in place and the lowest positive grade.
All documents that are not presented in their original form or that are not available for public consultation/digital signature should be authenticated by the competent authorities: Hague Apostille or by the Portuguese Consulate of the country where the document was issued or even by the competent Portuguese authorities: CTT, Notaries, Lawyers, Solicitors, Conservatories, Parish Council, Chamber of Commerce and Industry.
Fees due for the procedure – please check Table of Fees of the University of Porto.
Registration due in a maximum period of 30 business days after the complete submission of the procedure. This deadline will only commence after payment of the respetive fees, but in case of any missing document said deadline will be suspended.
It is the act that allows to recognize by comparability, in an individualized way, a degree or diploma of foreign higher education as having a level corresponding to an academic degree or Portuguese higher education diploma. This type of recognition is requested at a public Higher Education Institution that offers the same degree in the same area of training.

*Any subsequent alteration to your personal identification number that appears in your recognition certificate, does not in itself make the document invalid.. It is the responsability of the holder of said recognition certificate to prove the identification number was valid when the certificate was issued, to any entity that questions it.
