Abstract (EN):
This Study was developed by the Tuning Academy, based in the Universities of Deusto, Spain, and Groningen, Netherlands, in close cooperation with the Ministry of Education (MoE) of the People’s Republic of China.
It was initiated in the autumn of 2012 within the framework of the EU-China High level People-to-People Dialogue between the Government of the People’s Republic of China (hereafter China) and the Commission of the European Union (EU).
The aim of the pilot study was to enable continued discussion on education policies in order to
i. strengthen the compatibility of EU and China education systems;
ii. enhance outcomes-based education;
iii. overcome obstacles to mobility;
iv. establish commonly acknowledged quality criteria; and
v. develop tools for mutual recognition.
The Study was jointly coordinated by Robert Wagenaar responsible for the EU team, and Xianjin Dou, Director of Lifelong Learning (LLL) at the MoE, responsible for the Chinese involvement.
The EU team consisted of 10 members in total, 6 academic experts, and 4 Tuning experts including the coordinator and project manager.
The Chinese team comprised Dr Xianjin Dou, Dr Hai Hong Lu, Deputy Director of LLL at the MoE, three senior academic coordinators of the subject teams, and full supporting teams of subject experts and researchers from Chinese universities. The three subject areas involved in the study were Business Administration, Civil Engineering and Educational Science, represented by Comparative Education. All of the universities involved belong to an elite group of Chinese universities.
This gave considerable experience and expertise to the Subject teams, and this, with their ability to have back-up researchers, allowed for work to be carried out very efficiently, and much was achieved despite the very short timescale. However, the reform of higher education includes a wide spectrum of universities in China, and the subject groups might have been strengthened by the inclusion of a few teaching universities not beneficiaries of special funding….
