Objectives
• Permit a better understanding of the relations between socio economic development, available of health care and health gains.
• Sensibilize health professionals and health investigators, in the area of public health, for the impact on social and individual welfare of an efficient resources allocation in health sector .
• Explain basic concepts, principles and the more common analysis instruments of the economic science, that could permit a better knowledge and more effective and efficient solutions for the contemporary health problems.
Learning outcomes and competences
The analysis and the understanding of the economic concepts and topics applied to the health sector at the production, consummation and distribution areas would permit acquire knowledge about the functioning of market and its limits, and also about demand, offer, prices and costs in the health sector.
The health professionals could apply principles and criteria that were in the basis of health rationality, namely those that are related with the objectives of efficiency and equity, at their daily decisions.

The programme of the course will be developed in modules, related with specific themes about fundamental theoretical subjects of health economic and management.
During the semester will be analyzed and discussed issues related with the central problems in the area of economic theory and management of health services. Will be organized around the following modules
1. The main economic problems and fundamental concepts.
2. Health and economics. The economics and management.
3. The health production e its main determinants.
4. The demand, the offer and the market prices formation. The fails of the market in health.
5. The economic analysis of the production and costs. The specialty of the organizations that produce and offer health care.
6. The financing analyses and the economic evaluation on health. The Cost of Ilness, the Electiveness Cost Analysis and the Utility Cost Analysis.
7. The financing of health systems. The main problems and the more frequent policies to contain expenses and costs.

Teaching methods and learning activities
The teaching methodologies adopted are mixed, being composed of passive and active methods. In the presentation of conceptual issues we resort on expository teaching methodologies, wherever possible using illustrative examples. Other applied topics, for example, the analysis of papers or the application and interpretation of quantitative instruments we resort on more active learning methodologies in which the students could participate in solving problems.
A total of 81 hours of student’s work, of which 27 are of contact, distributed as follows is estimated: T:15; TP:12.
