Summary: The OCEAN EYE main objective is to elaborate a feasibility study regarding the development of a multi-purpose oceanic observation, monitoring and surveillance system over the Portuguese coast, using among others, remote sensing techniques. The feasibility study will focus on making a user needs survey in Portugal, analysing the state of the art in oceanic monitoring techniques, followed by the possible products analysis and definition and an architecture design. Therefore, the main objectives of the study are: - The identification, in co-operation with the user community, of the end-user needs and requirements and afterwards the main products/services that should be provided by the system, as well as its potential contribution to the GMES programme. - The compilation of the current techniques used worldwide and new ones (derived by the synergetic use of multispectral Envisat data) for ocean monitoring, identification of the respective limitations/constraints and identification of the current projects. - The identification of relevant non-EO systems that may interface with this system (eg VTS) - Identification and analysis of the algorithms/techniques that can be applied in processing the Remote Sensing (RS) data for Ocean monitoring (Pollution like oil spills, monitoring of fishing activity, chemical pollution, ship detection, sea surface currents and winds maps). - Definition of the architecture of the OCEAN EYE system. The UPorto contribution to the project was related with all aspects concerning the use of remote sensing data from satellite altimetry in the OCEAN EYE system
