Szczecin, Poland, ISSN 0749-0208 This paper presents a critical comparison between the proposals of the technical Report "Basis for a National Strategy for Coastal Zone Management" prepared for the Portuguese Ministry of Environment and Territorial Planning (June 2006) and the approved Law entitled "National Strategy for Coastal Zone Management" (ENGIZC, Government Resolution 82, 8 Sept. 2009). The referred technical Report was coordinated by the author and it is the result of intense work and reflection of an independent Working Group (WG) appointed by the Ministry with expertise and experienced knowledge. After public discussion the revised content of the Report was published as book by the Ministry. The approved Law (ENGIZC) was based on the referred Report but includes more political and governance issues. Between 2007 and 2009 several changes occur in the legal and institutional framework related water and water resources. The new Water Law, the definition of a national Water Authority and the creation of new regional Water Authorities have strong implications on CZM with very important positive aspects but also negative consequences. The aim of reducing fragmentation of responsibilities on the CZM has not been achieved. A comparison of the WG Report and the approved ICZM Strategy is presented. A comment will be included on the contribution given by the "Strategic Environment Assessment" that was performed in a voluntary way during the preparation process. That contribution was less relevant that one should expect because the teams were aware of Strategic and Environment issues.
