Resumo (PT): Este artigo inclui as propostas que constam do Relatório “Bases para a Estratégia da Gestão Integrada das Zonas Costeiras”, elaborado para o Ministério do Ambiente, Ordenamento do Território e do Desenvolvimento Regional. A versão final deste relatório foi apresentada em Junho de 2006. É apresentado um enquadramento do tema e uma discussão de conceitos, bem como propostas de oito Princípios, nove Objectivos Fundamentais e trinta e sete Opções Estratégicas para a Gestão Integrada da Zona Costeira nacional. As Opções Estratégicas formuladas foram hierarquizadas de acordo com uma prioridade temporal, identificando a tipologia dominante das Medidas Associadas. Da análise das propostas detalhadas que foram formuladas, surge um conjunto de medidas estruturantes, que se interligam e agregam em diversas acções, e que reflectem o novo modelo de gestão integrada proposto para a Zona Costeira, que incluem a “Lei de Bases da Zona Costeira”, o “Sistema Organizativo”, o “Programa de Acção” e “Tarefas de Monitorização”.

Abstract (EN): This article includes the proposal of the “Basis for the Integrated Coastal Zone Management Strategy” report, done for the Environmental Ministry. The final version of this report was presented in June of 2006. It is presented a characterization of the theme and a discussion about concepts, as well as the eight principles proposed, the nine main goals and the thirty-seven strategic options for the National Integrated Coastal Zone Management. The strategic options presented were hierarchically included according with priority in time, identifying the dominant typology of the associated measures. From the detailed proposals analysis emerges a set of structuring measures that converge into several actions, which illustrate the new Integrated Coastal Zone Management model proposed, that includes the “Coastal Zone Law Basis”, the “Organization System”, the “Action Programme” and the “Monitoring Tasks”.
