Degree in Law from the Portuguese Catholic University (Porto Law School). LL.M at the same University. Master of Arts in EU International Relations and Diplomacy by the College of Europe (Brügge). PhD in Law at the Portuguese Catholic University (magna cum laude).

Current research interests: Space Law and public policies as applied to space sector; international organizations and space governance; cyber security, information management and privacy; international security and hybrid threats; US foreign policy and transatlantic relations (NATO-EU dimension).

Other activities: Guest professor at the School of Law of the University of Minho. Researcher at JusGov. Member of the International Institute of Space Law (IISL) and the European Law Institute (ELI). Associate of Eurodefense-Portugal. Alumnus of the National Defense Institute of Portugal. Fulbright Scholar AY 2022/2023.
