JUSTIFICATION:
Regional development is a field of intervention for planners, associated with a set of theoretical contributions (regional science), a set of institutions and planning instruments. It is also a field of change, of which a clear signal will be the debate around strategic documents on the organization of the territory, on a European scale. It is therefore justified that students of the Planning Option may have access, in a critical and in-depth way, to the contributions of science and regional planning.
GOALS:
- To identify the current practices of spatial planning and know their institutional context, in Portugal and in the European Union;
- To know the main references of “regional science” and their contributions to the understanding of territorial development
- To identify and critically analyse the importance given to innovation, the relationship between regional development strategies and territorial planning systems, and institutional transformations, as central debates in regional planning, in the current context;
- To know methods of analysis and intervention in regional planning, especially those related to the territorial perspective and the evaluation of programs and policies;
- To develop “reflective professional” skills, including research, critical analysis and ethical reflection, imagination, communication and group work skills.
SKILLS AND LEARNING OUTCOMES:
Knowledge: Identify the various actors in spatial planning, in Portugal and in the European Union, the European regional policies and institutions and the “European territorial agenda”. Identify sources of information relevant to the knowledge of the situation in Portuguese and European regions.
Understanding: Understand and critically analyse the different theories about the processes of differentiation and territorial development. Understand the different planning traditions or cultures in Europe.
Application: Use methodologies of analysis and prospective knowledge in the study of the Portuguese situation.
Analysis: Develop comparative study skills of the various regional development processes and contexts
Evaluation: Discuss and develop methodology for evaluating regional plans and policies, with a view to producing recommendations for public intervention and strengthening institutional capacities

DEMONSTRATION OF THE SYLLABUS COHERENCE WITH THE CURRICULAR UNIT'S OBJECTIVES:
Regional development is an area of intervention of the territory planners, associated to a set of theoretical contributions (regional science), a set of institutions and planning tools. It is also a changing field, a clear sign that will be the debate on strategic documents on the organization of the territory, on a European scale. That is why it is justified that students of the Planning branch can access, critically and thoroughly, to the contributions of sciene and regional planning.

DEMONSTRATION OF THE COHERENCE BETWEEN THE TEACHING METHODOLOGIES AND THE LEARNING OUTCOMES:
Teaching methodologies enable: Use methodologies of analysis and prospective knowledge in the study of the Portuguese situation. Develop the capacities for comparative study of various processes and contexts of regional development. Discuss and develop a methodology for evaluate regional plans and policies to produce public recommendations and increase institutional capacities.

Achieving final classification requires compliance with attendance at the course unit, according to the MIEC assessment rules. It is considered that students meet the attendance requirements if, having been regularly enrolled, the number of absences of 25% for each of the classes’ types is not exceeded.
Students exempted from the attendance requirements have access to "Exame da época de recurso".
