Objectives

This course aims to:
- identify nowadays planning practices and regional policies and its institutional context, both in Portugal and in the European Union;
- acquaint students with the main references of “regional science” and its contribution to understand regional systems;
- identify and analyse the importance of innovation, the relation between strategies of regional development and systems of territorial planning, and institutional transformations, as well as debates about regional planning in nowadays context;
- to acquaint students with analysis and intervention methods in regional planning, mainly the ones which are related with the territorial perspective and the assessment of programs and policies;
- develop students’ skills on professional reflexion, such as research skills, critical analysis and ethics, communication and teamwork.

Learning outcomes and competences

I- Introduction to Regional Planning
1. Fundamental concepts: planning, region, regional problems, regional development
2. Regional planning both in Portugal and in the European Union
II- Contribution of regional science
3. Introduction to regional science: precursors, main domains of investigation
4. Theories of differentiation and regional development: regional convergence and divergence; theory of product life cycle and profit cycle; theories of international division of work; theories of new industrial spaces and relation between territories and innovation;
5. Debate about territories and innovation
6. Situation of Portuguese regions
III Regional policies
7. Introduction to regional policies: history of regional policies; main institutions and domains of intervention;
8. Regional policies in the European context: Lisbon agenda, strategic orientation and intervention mechanisms
9. Regional policies in the Portuguese context: from the previous CSF (Community Support Framework) to the new National Strategic Reference Framework and its operation
10. Summary: relation between regional science and regional policies; Some important concepts: clusters, regional/national systems of innovation; economic and social cohesion; multi-level governance
IV Systems of territory planning
11. Regional dimension of territory planning in Portugal: the importance of PNOT (Programa Nacional de Política de Ordenamento do Território- Portuguese National Program of Policies for Town and Country Planning) and PROT (Planos Regionais de Ordenamento de Território- Portuguese Regional Plan for Town and Country Planning)
12. The European context: EDEC (European Spatial Development Perspective) and “European Spatial Agenda”
13. Summary: relation between regional policies and system of territory planning ; some important concepts: polycentrism, strategic planning, structural projects

Theoretical-practical classes
1. “Exercise of spatial imagination”: creation of a “territorial model” of a Portuguese region;
2. Complements of analysis and intervention methods: information to regional planning; territorial perspective: assessment of programs and policies
3. Creation of a data base for regional planning: source of information (statistical and geographical) , bibliography, experience in planning, official places and ongoing investigation

DEMONSTRATION OF THE SYLLABUS COHERENCE WITH THE CURRICULAR UNIT'S OBJECTIVES:
Regional development is an area of intervention of the territory planners, associated to a set of theoretical contributions (regional science), a set of institutions and planning tools. It is also a changing field, a clear sign that will be the debate on strategic documents on the organization of the territory, on a European scale. That is why it is justified that students of the Planning branch can access, critically and thoroughly, to the contributions of science and regional planning.

DEMONSTRATION OF THE COHERENCE BETWEEN THE TEACHING METHODOLOGIES AND THE LEARNING OUTCOMES:
Teaching methodologies enable: Use methodologies of analysis and prospective knowledge in the study of the Portuguese situation. Develop the capacities for comparative study of various processes and contexts of regional development. Discuss and develop a methodology for evaluate regional plans and policies to produce public recommendations and increase institutional capacities.

Eligibility for exams

Achieving final classification requires compliance with attendance at the course unit, according to the MIEC assessment rules. It is considered that students meet the attendance requirements if, having been regularly enrolled, the number of absences of 25% for each of the classes’ types is not exceeded.

Examinations or Special Assignments

Final exam (2 hours)
TG1- 1st group assignment. Characterization of Região Norte - North Region (Portugal), with the presentation of the results of the study in class.
TG 2 - 2nd group assignment. Comparative study of spatial planning systems in the european context with the presentation of the results of the study in class.

Special assessment (TE, DA, ...)

Students exempted from the attendance requirements have access to "Exame da época de recurso".
