He serves as a Member of the Executive Board of INEGI, with responsibility for the areas of capacity building and technological strategy, as well as for the aerospace, defence, and transport application domains.

From 2004 to 2009, he held the position of Director-General, and between 2010 and 2023 he served on INEGI’s Executive Committee.

He has been a part‑time invited Lecturer at the Faculty of Engineering of the University of Porto since 1994, having taught in the fields of mechanical design, product development, computer‑aided manufacturing, computer numerical control, and project management.

His professional career has been dedicated to research, development, and innovation, during which he has promoted and managed numerous technology‑based innovation projects applied to new industrial products and processes.

He holds a degree in Mechanical Engineering (FEUP, 1988), a postgraduate qualification in Automation and Industrial Process Management (FEUP, 1989/1990), and an MBA (ISEE, now Porto Business School, 1999).

His experience includes work in industrial automation, mechanical design, and computer‑aided design and manufacturing technologies (CNC, CAD, CAM), as well as computer‑aided production systems (FMS and CIM), areas to which he dedicated approximately 15 years.

He led the establishment of a Product Development Unit within INEGI, serving as its director for approximately five years.
