Objectives
Provide the students with a deep knowledge of the Portuguese spatial planning system, from the point of view of its conception and from the point of view of its practice, including the perception of the European context. To develop capacities of critical analysis of the conditions of development of spatial plans and of the necessary articulation between scales of planning and between sectoral and territorial perspectives and policies. To develop capacities of professional action in the field of territorial management.

KNOWLEDGE: of the Portuguese spatial planning system; of the different systems in the European context; of the debate on the European dimension of spatial planning.
ANALYSIS: of the foundations of spatial planning systems and its main elements of change

2. The organisation of the spatial planning system.
3. The regulatory dimension of spatial planning.
4. The implementation of spatial planning instruments and its programming.
5. Compensation instruments for inequalities generated by mandatory provisions of the plans.
6. Planning and the articulation of scales. The role of the national scale.
7. Planning and the articulation of policies and sectors. The role of sectoral and special programmes.
8. The European context. Diversity of spatial planning systems and policies and tendencies of change. The European dimension of spatial planning.

Teaching methods and learning activities
Lectures and case studies. Students will develop a group work, focusing on the comparison of planning systems in different national contexts and an individual work, presenting and discussing a theme of spatial planning.

Eligibility for exams
Achieving final classification requires compliance with attendance at the course unit, according to the FEUP assessment rules. It is considered that students meet the attendance requirements if, having been regularly enrolled, the number of absences of 25% classes is not exceeded.
Calculation formula of final grade
Group work report (75%) + individual essay (25%).

Classification improvement
