Autonomies

Statutory

  1. Statutory autonomy offers the University of Porto the ability to elaborate its own statutes that, in conformity to law, declare its mission and its pedagogic and scientific objectives. They also materialise its autonomy and define the organisational structure.
  2. The Statutes of the University of Porto can be reviewed:
    1. Four years after the publishing date of the last revision,
    2. At any moment, by decision of two thirds of the members of the General Board in the effective performance of duties.
  3. Statute change requires the approval of a two-thirds majority of General Board members.
  4. Statute changes require the approval of the Board of Trustees, according to Article 9, paragraph b) of the Statutes of the Foundation of the University of Porto.
  5. The following can propose changes to the Statutes:
    1. The Rector,
    2. Any member of the General Board.

Pedagogic

  1. The University of Porto benefits from the ability to create, suspend or extinguish study cycles that grant an academic degree while practising its pedagogic autonomy, and in harmony with national policy planning related to education, science and culture.
  2. It has the autonomy to elaborate study plans, define the subject of the course units, define teaching and learning methods, allocate resources and choose knowledge assessment processes. In this way, lecturers and students can enjoy intellectual freedom in the teaching and learning processes.

Scientific

Scientific autonomy offers the University of Porto the ability to define, program and execute research and other scientific activities, without prejudice to the criteria and procedures of public funding in research.

Cultural

The University of Porto has the ability to define its training programme and cultural initiatives.

Administrative

In the cases foreseen by law and in the Statutes, the University of Porto is able to:

  1. Issue regulations,
  2. Perform administrative actions,
  3. Sign administrative contracts,
  4. Sign private law contracts in the context of foundation law.

Financial

The University of Porto freely manages its financial resources, as well as annual allocations from the state budget, according to criteria established by itself. It has the ability to:

  1. Elaborate multiannual plans,
  2. Elaborate and execute its budgets,
  3. Collect its own revenue,
  4. Authorise expenses and make payments.

Patrimonial

  1. The University of Porto organises its assets according to the law and its statutes.
  2. The assets of the University of Porto comprise movables and immovables, rights and obligations of economic substance, which are submitted to private commerce jurisdiction and are dependent on the achievement of its objectives. These assets include resources that have been offered by the State or other public or private entities, or which were intended for the continuation of the university's duties and responsibilities, either directly or indirectly.
  3. Property that was acquired or built by the University of Porto is also part of its real estate, even if located in land owned by the State, according to Law No. 108/88 of September 24 and Law No. 54/90 of September 5.
  4. The University of Porto can acquire and lease land or buildings that are essential to its operation, according to law.

Disciplinary

  1. The University of Porto has the power to penalise lecturers, researchers and other workers and agents who commit disciplinary offences, as well as students, according to its statutes, regulations and the law.
  2. When dealing with the punishments applied under disciplinary autonomy, the right of appeal is always available, according to law.
