Objectives
Acquisition of knowledge on concepts and methods of Health Planning, Health Administration and Health Services management.
Acquisition of knowledge of the values and principles that should guide the design of Health Policy in Primary Health Care, Secondary Care and Continuing Care. Knowledge of the current reality of Health Policies in Portugal.
Learning outcomes and competences
The student shall be able: to identify the different types of health indicators, their attributes, limitations and their sources of information; to identify health problems and health needs of a population; to know the epidemiological evolution of the health status of the population and their determinants; to know how to characterize the demand and supply of care and their characteristics: access, equity, quality, cost-efficiency, cost-effectiveness and opportunity cost; know the techniques, tools and phases of a planning process in Health.
The student should: know how to justify a decision for Health Policy and the values and principles that should guide the policies of Primary Health Care, Secondary Health Care and Long Term Care; must meet the current Health Policies and the organization of the Portuguese health system: the NHS, the public health sub-systems and services that are complementary to them: conventioned, private, social sector and private insurances.

The evolution of the concept of administration and the phases of this process: Planning / Organizing / Management / Control. The planning as instrumental function of management. The Health Administration, Health Planning and planning of health services. Operational and strategic planning. The National Health Plan, regional and local health plans. Steps for Health Planning.
The health and well-being of a population, its determinants and the crisis impact. The Public Health in Portugal and in Europe. Regional and Local Health Observatories, Health Profiles and evaluation of the impact of the operation of health services in population health. The health of a population versus individual health. The Politicies of Health in Primary Health Care in the Secondary Health Care and Long Term Care.
