Objectives

Goals
The fundamental goal is to situate the Information Sciences’ student within long-term historical contexts of the administrative entities of information production, particularly the institutions consecutively created within Public Administration, in the period of time between the Kingdom’s formation and the democratic organization.
Competences
We also seek that the students are capable of organizing their own research, including bibliographical support, printed sources and, preferably, manuscript documentation.
We aim that the information shall be reused and disclosed in practical works, in order to develop them in other subjects and during a student’s professional career.

Program

1. Discussing the program’s goals, bearing in mind the degree’s profile. Basic bibliography. Evaluation rules.

1st PART – From the foundation of Nationality to Liberalism
2. Territory and Territories – an articulation of powers – territory dispersion – secular and religious landlords – constraints associated to the Christian reconquest process:
- the contingencies of territory’s formation in the Kingdom of Portugal and “territory” construction;
- the obstacles to territory construction – the difficulties of knowledge and circulation in the territory;
- the construction of public interest over private interest – the evolution of legal codes;
- government structures – from Court to medieval Courts.

3. The organization of the central power – institutionalization of the State in the modern period
- The King as tutor and the Kingdom’s governor;
- The responsibility of functionalism and memory organization: written culture;
- Institutions: chancellery, courts and the exchequer;
- Courts and modern courts – the loss of competences.

4 . The organization of local territory magistrates in medieval and modern periods:
- Inspectors (“corregedores”), ombudsmen (“provedores”) and judges (“juízes de fora”) – guardianships and competences.

2nd PART – From Liberalism to a Decentralized Administration

1. The Constituent Courts and the new government order – the separation of powers;
2. Electoral systems and the repercussions on local and central governance;
3. From the Tables to Ministries (from the 19th century to the Republic);
4. “Starting from below”: the reorganization of the local administration and the broadening of competences: from districts (“distritos”) to parish councils (“juntas de paróquia”).

Teaching methods and learning activities

Theoretical and practical lessons (TP) assume an expositive component by the teacher, and a participated discussion by the students. The latter is supposed to be spontaneous or provoked, as long as the topics demand a deeper concept, theory or methodology study about specific materials (tables, boards, texts/documents). We seek that the students develop instrumental competences so as to be prepared for different historical-spatial realities (information organization) they will be subject to, in the future.
Theoretical and practical lessons will be used for a formal display of the program, using slideshows and bibliography, including information treatment in printed documentation as well. The outcomes will be presented by the students.
Some classes will be exclusively for preparation of practical works and for applied research.
