Objectives
The students must learn the fundamental concept of public reading and should be familiar and current with the portuguese public library network project and the portuguese political model for public libraries. Students should demonstrate an understanding of the organization and performance of public libraries and of the processes to evaluate their efficiency.

1. Public reading: fundamental concepts
1.1. Public libraries and the information society.
1.2. The IFLA/UNESCO Public Library Manifesto and other international documents.
2. Public reading in Portugal.
2.1. Guidelines for the portuguese political principles on public reading
2.2. Reading habits in Portugal.
2.3. The public libraries network: foundation and development.
3. Planning and organizing public library services.
3.1. Library space planning
3.2. Building the public library collection
3.2.1. The importance of the local history collection development and preservation.
3.3. Organization, retrieval and dissemination of public library information.
3.4. Reference services in public libraries.
4. New Technologies in public libraries.
4.1. Planning and support a communication network system.
4.2. Digital reference services.
4.3. New technologies and the access to information for people with special needs.
5. Marketing in the public library
5.1. Library extension services: bibliobus, summer libraries, etc.
5.2. Changing the face for the public library services.
6. Public library in cooperation with other institutions
6.1. The “Serviço de Apoio às Bibliotecas Escolares” (SABE).

Teaching methods and learning activities
Class-time instruction will be a combination of lectures, presentations and group discussions. Oral and written assignments are designed to promote critical analysis and reflection on readings.
