Objectives

The subject of EU Politics and Institutions aims to provide students with the basic knowledge about the current state of such policies and their future prospects, as well as the institutional operation the European Union. It is intended to enable the future communications professional to have a quick and objective ability to bring the EU affairs into context for:
-an efficient imparting of information for the benefit of all those who will come into contact with his/her work; and
- the future existence of a body of communications professionals who, at national level, will represent the essential link and enable a true EU information policy.


The aim is to:
- familiarise students with the operation of the EU system and its principles;
- inform about the EU institutions and their operating rules;
- analyse the acquis communautaire (decision, judicial or simply programmatic) on policies, namely of communication and information of the EU.

I – Introduction

II – The European Integration

II.1. Brief analysis of the history of the European integration (the founding treatises of the European Communities; the Single European Act; the Maastricht Treaty; the Amsterdam treaty; Nice Treaty; the Lisbon Treaty).

II.2. Brief analysis of the Community policies and the breakdown of responsibilities between Member States and the European Community.

III - The EU institutions (European Council; Council of Ministers; Commission; European Parliament; Court of Justice and European Central Bank), its competences and operating rules.

IV - The different EU policies.

IV.1. A particular focus on the communication and information policy of the EU.

IV.2. The constant interplay of EU policies, especially the regulatory and competition policies, with the communication and information policy of the EU.

Teaching methods and learning activities

Programme contents will be taught in expository theoretical and practical classes.

Theory classes are designed mainly for teaching theoretical contents. Practical classes are intended to clarify and explain concepts introduced during the theory classes and for the presentation of practical cases or practices based on real situations (Community or case law decisions). Tutorials aim at constantly supervising students, in particular with regard to assessment related work required of them.



Students will be motivated to interact and provide feedback on cases or situations presented.
