Objectives

This subject is designed for students to acquire a basic, yet comprehensive, understanding of the (national, community and international) legal framework establishing communication and content law. Not involving a strictly judicial approach, this subject, nevertheless, aims at providing future professionals with the cornerstones which will undoubtedly prove useful when fulfilling some of the basic principles of a democratic society on a daily basis, such as freedom of speech, pluralism and independence.

Program

I – Introduction
General framework and introduction to the study of Law.
Basic principles of communication – freedom, pluralism, independence.

II – Rules of Communication Law
1. International Law (Universal Declaration of Human Rights).
2. Community Law.
3. National Law:
3.1. Constitutional level;
3.2. Legislative level.

III – Legal regime of Communication and Contents.

1. Press.
2. Radio.
3. Television.

IV – Communication and Content Regulations

Status and mission of media regulatory bodies.

References to specific readings will be indicated in class.
Students will be provided with several bibliographical elements (miscellany of articles and legislations, among others).

Teaching methods and learning activities

Theoretical and practical classes.

Theoretical classes will basically comprise lectures on the topics mentioned above. Practical classes will consist in explaining and clarifying the concepts presented in theoretical classes and presenting practical cases or examples based on factual situations.

Both in theoretical as well as in practical classes, students will be encouraged to interact and state their opinion on the cases or examples presented in class.
