Objectives

Equip the students with the basic tools that enable them to have the knowledge of the major legal characteristics of Administrative Law, insofar as it affects their lives and professional activities (whether managing activities in the field of services, trade or industry). Provide a scientific legal perception of a vast field of intervention of Governments in Contemporary Societies and the way in which Public Authorities drive and shape the profile of these Societies and the conduct of the various elements that compose them.

Learning outcomes and competences

The first approach focuses on the general principles of Administrative Law, because they embody the great lines of the regulations governing the content of Administrative Law. There follows a study of the administrative structure of the State, whose essence and usefulness consists in the knowledge of how the "machine" of Public Administration is compounded, a prerequisite for citizens and institutions  to be able to enter into relationships with the State, given the multiple and various entities that compose the Public Administration. Administrative acts deserve a special mention, as they represent a disseminated form of functioning of the Public Administration. The knowledge of the administrative proceeding, which consists in the way Public Administration takes its decisions by administrative acts, completes the knowledge relating to these; such knowledge allows citizens and institutions to know how to interact with Public Administration, taking initiatives and asserting their rights.

Teaching methods and learning activities

Lessons will be theoretical-practical. The first step of the approach to the themes of this Curricular Unit consists naturally of a theoretical exposition of the various issues. Students have the opportunity, too, to embark in a direct analyzing of the legal instruments considered as more relevant in the context of Administrative Law. Then they proceed to the resolution of practical cases, ie, real-life situations whose legal regulation requires the application of rules of Administrative Law. Tutorials provide information sources and paths of literature about the topics studied.
Given the circumstances surrounding the teaching of the Curricular Unit and the objectives underlying a correct assessment of the knowledge acquired by the respective students, the assessment is effected through the analysis of a final exam, in which is evaluated the level of the theoretical and of the practical knowledge acquired.

Eligibility for exams

Under the "Regulamento de Avaliação da FLUP", the evaluation method does not include attendance as a prerequisite, taking into account the logistics related to the high number of students (Article 9). To obtain approval, students must obtain "a final mark of 10 points" (Article 5). "All students enrolled and who meet the requirements set out in the schedule of the course" have access to regular season and the time for appeal (Article 11).

Calculation formula of final grade

The evaluation method takes in account the high amount of students. The final mark is calculated in accordance with Article 5 of the "Regulamento de Avaliação da FLUP".
