Resumo (PT): Portugal, como outros países da UE, anuncia e promove várias politicas públicas de incentivo à inovação em contexto empresarial (Guedes de Oliveira, et al., 2019). Uma dessas políticas consubtancia-se num incentivo fiscal aos valores investidos pelas empresas, conhecido actualmente por SIFIDE II. Este trabalho nasce da curiosidade de compreender melhor a tradução prática que esta medida, que já data de 1997, tem no tecido empresarial português. Através de revisão da literatura, inquérito às empresas e realização de um focus group procuramos entender a conformidade entre as intenções do legislador e as práticas e percepções das empresas, devidamente contextualizadas Os resultados obtidos sugerem que o SIFIDE padece de uma baixa adesão e que a sua política de promoção é, no mínimo, questionável. Por último, conclui-se que o SIFIDE tem espaço para ser melhorado.
Abstract (EN): Portugal, like other EU countries, announces and promotes several public policies to foster innovation in a business context (Guedes de Oliveira, et al., 2019). One such policy consubstantiates in a fiscal incentive to the values invested by companies, currently known as SIFIDE II. This piece of work was born out of the curiosity to better understand the practical translation this measure, dating back from 1997, has in the Portuguese companies. Through a literature review, questionnaires to companies and the conduction of a focus group, we sought to understand the conformity between the intentions of the lawmaker and the practices and perceptions of companies, duly contextualized. Our findings suggest SIFIDE II suffers from being poorly adopted and that its promotion policy is at least debatable. Finally, we conclude that SIFIDE II has the potential for improvement.
