Fernanda Oliveira is a First-Level Intermediate Manager at the Institute of Biomedical Sciences Abel Salazar (ICBAS), University of Porto, where she coordinates the Office for Strategic and Financial Control, as well as various operational services supporting academic and scientific activities, including maintenance, IT, reprographics, security, hygiene, logistics, and archives. With over 15 years of experience in Public Administration, she has held management positions at the Social Action Services of the University of Porto (SASUP) and has built a career focused on contract management, public procurement, strategic planning, and the implementation of quality systems.

She holds a degree in Public Administration from the University of Minho, a Postgraduate Certificate in Maintenance Management from the Institute of Welding and Quality (ISQ), and a Practical Specialization in Public Procurement from the Institute for Management and Public Administration (IGAP). She has also completed advanced training in CAF (Common Assessment Framework), public procurement, Lean in services, public sector accounting standards, and integrated management systems.

Throughout her career, she has stood out for her ability to connect strategic vision with operational execution, driving the modernization of administrative services, the efficient management of public resources, and the continuous improvement of internal service delivery, fully aligned with the institutional goals of the University of Porto.
