Definition of International Student

  1. For application purposes, an international student is a student who does not have Portuguese nationality.
  1. The following do not fall under the definition provided in the previous paragraph of international student:
    1. Nationals of an European Union member state.
    2. Family members of Portuguese nationals or nationals of an European Union member state, regardless of their nationality.
    3. Students who, albeit not being nationals of an European Union member state and don't fall under the previous paragraph, have been legally living in Portugal for an uninterrupted period of more than two years, from 1 January of the year of enrolment in higher education. This is equally applicable to children legally residing with them.The time of residence with a residence permit for study (information proven by the residence permit) is not counted;
    4. Students who benefit, on 1 January of the year in which they intend to enter higher education, from the status of equal rights and duties granted under an international treaty granted between the Portuguese State and the State of which they are nationals.
    5. Students who enter higher education under special regimes regulated by Decree-Law no 393-A/99, of 2 October, amended by Decree-Law no. 272/2009, of 1 October.
  1. Foreign students who are attending a cycle of studies under an international mobility or exchange programme but are attending a foreign higher education institution with which FCUP has established an exchange agreement for this purpose, also do not benefit from the international student status.
