Resumo (PT): O objetivo principal deste artigo é desenvolver um estudo comparado a fim de contribuir para a discussão sobre a gestão de sistemas e de tecnologias da informação em ambientes de Administração Pública Municipal nos países Brasil e Portugal. A relevância do estudo comparado entre Brasil e Portugal no quesito da gestão e uso de sistemas e de tecnologia das informações se justifica pela pertinência e alcance que o benchmarking possui para elaboração de políticas públicas e discussão epistemológica nos campos da ciência da informação, da informática e da gestão pública. A revisão bibliográfica permitiu propor um modelo para gestão estratégica de sistemas e tecnologias da informação e comunicação, no qual é de suma importância lançar mão do Comitê de Estratégia Digital, que será o articulador do nível político e estratégico com o nível tático e operacional.

Abstract (EN): The main objective of this article is to develop a comparative study in order to contribute to the discussion about the management of systems and information technologies in Municipal Public Administration environments in the Brazil and Portugal countries. The relevance of the comparative study between Brazil and Portugal regarding the management and use of information systems and technology is justified by the pertinence and scope that benchmarking has for the elaboration of public policies and epistemological discussion in the fields of information science, Of public management. The bibliographic review allowed us to propose a model for strategic management of information and communication systems and technologies, in which it is extremely important to use the Digital Strategy Committee, which will be the articulator of the political and strategic level with the tactical and operational level.
