Resumo (PT): At the end of 2006, the municipal department in charge of the Porto 120 years old water supply system became a municipal water company. In less than one year, the non-revenue water was halved, almost entirely due to the reduction of real losses, without significant investments. The reduction continued in the second year, at a slower rate. These results were achieved as a result of a rapid organizational change. This paper explains how these results were achieved, establishes a comparison with other change management processes led by the author in different water companies and comments on the critical conditions of success and failure.
