Resumo (PT): Em Portugal, após os incêndios rurais de 2017, onde se verificou a perda de 117 vidas humanas e estimou-se um prejuízo de 1,5 bilhões de euros, o Governo de Portugal avançou com a criação de legislação para promover a implementação de programas de autoproteção nas comunidades rurais. Surge, assim, no ano de 2018, os programas “Aldeia Segura, Pessoas Seguras” (ASPS). Estes programas não são inéditos em Portugal, pelo que, em 2006, sob medida reativa aos incêndios de 2005, a extinta Autoridade Florestal Nacional (AFN) criou um programa denominado “Aldeias Seguras”, o qual, apesar da iniciativa, ficou muito aquém das expectativas e acabou por ser abandonado. O objetivo da presente investigação é identificar os obstáculos que surgiram durante a primeira fase de implementação dos referidos programas no município de Góis, analisar as inovações introduzidas pelos Serviços Municipais na adaptação dos Programas Aldeia Segura, Pessoas Seguras e destacar aspetos positivos, fraquezas, dificuldades e perspetivas futuras dos programas em análise. A metodologia adotada para cumprir estes objetivos consistiu na obtenção de testemunhos e da experiência dos Técnicos do Gabinete Municipal de Proteção Civil de Góis. Estes testemunhos representam o conhecimento prático dessa entidade municipal, fornecendo informações sobre elementos-chave, desafios e antecipações de futuros obstáculos relacionados com a implementação dos programas Aldeia Segura e Pessoas Seguras. Com esta investigação empírica verificou-se grande dificuldade na promoção da adesão das associações locais e das populações, mas também se constatou alguma desconfiança relativa às responsabilidades que as comunidades rurais podem assumir. Ainda assim, há grande relevo na intervenção que as comissões/associações de melhoramentos têm prestado no suporte à implementação destes programas.

Abstract (EN): In Portugal, after the 2017 rural fires, where 117 human lives were lost and an estimated 1,5 billion euros in damages, the Portuguese government moved forward with the creation of legislation to promote the implementation of self-protection programs in rural communities. Thus 2018, the "Safe Village, Safe People" programs emerged. These programs are not unprecedented in Portugal, as in 2006, as a reactive measure to the fires of 2005, the now-defunct Directorate-General of Forest Resources created a program called Safe Villages, which, despite the initiative, fell far short of expectations and was eventually abandoned. This investigation aims to identify the obstacles that arose during the initial implementation phase, analyze the innovations introduced by the Municipal Services in adapting these programs, and highlight the positive aspects, weaknesses, challenges, and future perspectives of the programs under analysis. The methodology to achieve these objectives involved obtaining testimonials and insights from the Municipal Civil Protection Office of Góis technicians. These testimonials represent the practical knowledge of this municipal entity, providing information about crucial elements, challenges, and anticipations of future obstacles related to implementing the Aldeia Segura and Pessoas Seguras programs. This empirical research revealed great difficulty in promoting the adherence of local associations and populations. There was also some mistrust about the responsibilities that rural communities can assume. Even so, the intervention that the commissions/improvement associations have provided is of great importance to support the implementation of these programs.
