Resumo (PT): Um dos principais desafios das organizações de investigação agrícola é a necessidade de incorporar nas suas estratégias, práticas inovadoras com vista à sustentabilidade. Na fileira do arroz português observam-se mudanças económicas associadas com as preocupações ambientais e sociais. Este estudo tem por objectivo descrever a dinâmica das mudanças no Instituto Nacional de Investigação Agrária - INIA, uma das principais organizações de investigação aplicada à fileira do arroz português. Os resultados indicaram a presença de três fases no desenvolvimento da investigação em arroz no INIA, nomeadamente “o INIA provedor de investigação aplicada ao sistema de produção agrícola do arroz”, “o INIA mínimo na investigação aplicada ao sistema de produção agrícola do arroz”, “o INIA incentivador da coordenação da fileira e agregação de valor ao arroz”. Foi possível identificar distúrbios, regras genéricas orientadoras da investigação, estratégias de investigação e factores externos a cada uma destas fases.

Abstract (EN): One of the main challenges to agro research organizations is the need to incorporate innovative strategies considering sustainability. On Portuguese rice chain it is noticeable economic changes associated with social and environmental concerns. This study aims to describe the dynamic of the changes at the National Institute of Agro Research (INIA)– Portugal, one of the most important organizations in this area. The results indicate the presence of three main stages on the development of the research at INIA, namely “INIA leader of the applied research of agro production of rice”, “INIA reduced role on applied research of agro production of rice”, “INIA promoter of chain organization and addition of value to rice”. It was possible to identify disturbances, generic rules leading to research, research strategies and external factors in each one of the three phases.
