Resumo (PT): Há um caminho interactivo a percorrer entre a definição de uma estratégia e prioridades para o sector alargado da Cultura e o exercício de definição, também ele estratégico e operacional, do QREN e dos PO temáticos e regionais. O Plano de Intervenção no Sector Cultural deve, pois, traduzir a estratégia (ou estratégias) do Sector, mas a sua forma final será influenciada pelas opções do QREN e dos PO; e que o modelo operacional para a sua implementação deverá ajustar-se aos modelos de governação e gestão do QREN e dos diversos PO, que são afinal os instrumentos operativos para a concretização das acções. A metodologia que propomos visa precisamente valorizar a troca de informação e a afirmação dos princípios essenciais para o Sector da Cultura no processo de estruturação do QREN e dos PO, bem como garantir que, durante o período de 2007-2013, o Ministério da Cultura e a Estrutura de Coordenação Sectorial mantêm a sua capacidade de intervir nas opções de política nacional/regional e nas medidas de gestão de cada PO.

Abstract (EN): With the general aim of preparing the new programming framework of the Structural Funds, the Ministry of Culture (MC) has decided to proceed with an exercise of strategy formulation and prioritization of interventions for the sector, which he called the "Plan of Structural Action in the Cultural Sector Horizon 2007-2013”, which includes this document. In this process of reflection, it should be noted that we have two distinct levels of thought which, while overlapping each other, they refer to logical analysis and intervention for distinguished: first, the logic of action (sectors) of the Ministry of Culture; on the other hand, the action in the cultural field under the QREN (which naturally does not exclude the first, but on the other hand, may result in its scope the action of many other actors of cultural policy than the MC).
