The International Student Statute refered to in article 16 (n.º7) of Law n.º 37/2003, 22nd August, that establishes the basis for the financing of Higher Education, is regulated by Legal Decrete n.º 36/2014, in its version set forth by the Legal Decrete 62/2018, 6th August (in Portuguese only).
Following the publication of said Legal Decrete, the University of Porto approved its own Regulation for the application of the International Student Statute (in English).
The students covered by the special international student access contest are:
1) Students who do not have Portuguese nationality.
2) The following are not covered by the definition of international student provided for in the preceding paragraph:
1 - Nationals of a member state of the European Union;
2 - Relatives of Portuguese or nationals of a member state of the European Union, regardless of their nationality;
3 - Those who, not being nationals of a member state of the European Union and not covered by the previous paragraph, have legally resided in Portugal for more than two years, uninterruptedly, on January 1st of the year in which they intend to enter higher education, as well as the children who legally reside with them;
4 - Those who are beneficiaries, on January 1st of the year in which they intend to enter higher education, with the status of equal rights and duties attributed under the international treaty granted between the Portuguese State and the State of which they are nationals.
3) Foreign students who are attending a Portuguese higher education institution under an international mobility program to carry out part of a study cycle at an educational institution are also not covered by the provisions of paragraph 1. foreign superior with whom the Portuguese institution has established an exchange agreement for this purpose.
IMPORTANT:
The following cannot apply for this admission regime:
1 - Applicants who are not considered international, in accordance with the aforementioned legislation;
2 - Candidates who hold the Equal Rights and Duties Statute (Those who are beneficiaries, on January 1st of the year in which they intend to enter higher education, have equal rights and duties under the international treaty granted by the Portuguese State and the State of which they are nationals).

- It is warned that it is the responsibility of the students to obtain a visa, before the start of school activities.
- Classes are taught in Portuguese.

Applicants:
Application for enrolment and registration in first cycle studies is open to international students:
a) Holders of a qualification that gives access to higher education, understood as any diploma or certificate issued by a competent authority attesting the approval of a secondary education programme in that country that gives them the right to apply and be admitted to a higher education institution in the country where it was awarded;
b) Holders of a Portuguese secondary education certificate or legally equivalent qualification.
Documents Required:
- ID document (Citizen Card/ID Card/Passport) or declaration containing the identification data (Mandatory);
- Document proving completion of a final drawing exam or similar. In education systems where there is no exam, a document proving the classifications obtained in secondary education must be submitted to subjects (curricular units) of Design (Mandatory);
- Diploma or certificate issued by a competent authority attesting the approval of a secondary education program, authenticated by the Portuguese consular services or embassies based in the country to which the qualification relates, or for the countries that have acceded to the Hague Convention, with the Hague Apostille of the country to which the qualification relates. Documents whose original language is not Portuguese, Spanish, French or English, must be translated into Portuguese (official translation). (Mandatory);
- Declaration stating that you are covered by the International Student status (Mandatory);
- Declaration, issued by the official education services of the country of origin and, when necessary, translated into English, or French, or Spanish, or Italian, attesting that the secondary qualification they hold, obtained in that country, is sufficient to enter the country. official higher education in courses similar to those to which they intend to apply **, or certificate of equivalence to Portuguese secondary education issued by a competent national entity. - Declaration on honor for the presentation of the original documents. (Mandatory);
- Document proving knowledge of the language in which the study cycle is taught - Portuguese language - (document issued by a competent entity or declaration of honor issued by the candidate) (Mandatory);
