Resumo (PT): A presente dissertação pretende analisar o atual contexto contrastante de secas extremas e chuvas torrenciais na cidade da Praia, na ilha de Santiago, os futuros agravamentos que poderão ser causados pelas alterações climáticas e os problemas que provocam no quotidiano dos residentes. Esta investigação pretende analisar o crescimento não planeado da cidade, a intensidade construtiva e o seu contributo para a artificialização da área urbana, bem como as tentativas desenvolvidas a vários níveis para tentar enfrentar esses problemas recorrendo à renaturalização e ao desenvolvimento de boas práticas. Para esse fim, a pesquisa visa realizar análises do desenvolvimento urbano da cidade da Praia tanto a nível histórico, social, geográfico e cultural, como das abordagens sustentáveis e contemporâneas em arquitetura e urbanismo. A nível teórico, pretende-se compreender, num primeiro momento, a relação entre a água, os processos de planeamento urbano e os esforços feitos para a adaptação aos riscos ou a falta desse planeamento, gerando uma apropriação desordenada do solo. Procura-se, ainda, analisar a resiliência, compreendida como a capacidade de enfrentar e superar adversidades através da mobilização de recursos que ajudem a superar situações de crise, como as vividas em Cabo Verde. Com esse intuito, buscar-se-á identificar as práticas desenvolvidas analisando o seu benefício ou prejuízo, buscando soluções inovadoras que promovam um futuro mais sustentável e resiliente para a cidade da Praia e aprendendo com as adaptações feitas em outros territórios e soluções nacionais para tratar dos mesmos problemas. Em suma, a investigação proposta pretende identificar os problemas atuais relativos à gestão da água para, a partir disso, criar orientações de melhoria para maior inclusão económica, social, agrícola, ambiental e turística. Também se procurará discutir medidas de adaptação aos efeitos causados pelas alterações climáticas e a prevenção de riscos futuros, para impedir o extremar dos problemas já existentes.

Abstract (EN): This dissertation aims to analyze the daily lives of residents of the city of Praia, on the island of Santiago, given the contrasting context of extreme droughts and torrential rains, in addition to the future worsening that could be caused by climate change. It aims to analyze the daily life of the population in the face of the unplanned growth of the city, the construction intensity and its contribution to the artificialization of the city, as well as the attempts made by various stakeholders to face these problems by resorting to the renaturalization of the city and the development of good practices; to carry out these analyzes of the urban development of the city of Praia at both a historical, social, geographic, and cultural level, as well as contemporary approaches in architecture, urbanism and sustainability. At a theoretical level, the aim is to understand, initially, the relationship between water, the city's planning processes, and the efforts made to adapt to risks or the lack of such planning generating a disorderly appropriation of land; analyze resilience, understood as the ability to face, and overcome adversity through the mobilization of resources that help overcome crisis situations, such as those experienced in Cape Verde. We will seek to identify the practices developed by analyzing their benefit or harm to the city, seeking innovative solutions that promote a more sustainable and resilient future for the city of Praia, learning from adaptations made in other territories and national solutions to address the same problems. In short, it aims to identify current problems and, based on this, create guidelines for improvement in the form of economic, social, agricultural, environmental and tourism inclusion. There will also be a discussion of measures to adapt to the effects caused and predict future risks, to prevent the worsening of existing problems due to climate change.
