Abstract:
The dimension and scope of the Affordable Houses Programme of the Portuguese New State (1933-1974), as well as its distribution across the country, demonstrate the relevance of the two main goals of this investigation - to clarify the dimension of the Programme, and to develop a critical review of it in three scales: the State, and the establishment of a nation centred in the family and in the defence of private property; the City, the urban morphology and hybrid references; and the House and the modern transformation of domestic space. The Programme has been frequently reduced to a limited frame of its action, but its production was integrated in the development of modern architecture in Portugal, and served at times as an urban design, housing design and construction management laboratory on a national scale. More than an attempt to impose specific formal research, The Affordable Houses Programme was, for the New State, aimed at developing a specific political view of guaranteeing homeownership.— Sérgio Dias da Silva
