Summary: |
The research project has as principle objectives:
i) definition of strategies for the participated evaluation of politics urban capable to guarantee a bigger effectiveness in the attainment of objectives and the conflict resolution;
ii) identification of indicators and criteria of evaluation that incorporate the objectives of involvement of 'stakeholders' and the challenges of change that the territorial plans and projects must contain, and
iii) development a set of recommendations for the successful use of the strategies of evaluation of urban policies, displayed in a 'guide of procedures'.
The project is developed in five parts:
-Organisation, analysis and dissemination of a bibliography on models and methods of participation in evaluation, including the identification of their contextual conditions, difficulties and success factors.
-Preparation and validation of a methodological framework for a comparative case study development, capable of identifying the main assumptions of plans and projects and developing systems of indicators for evaluation.
-Development of a comparative case study of urban plans and projects, in the Portuguese context, analysing recent experiences, at different territorial levels and contexts, and considering different programmes or instruments of intervention.
-Construction and validation of a framework for the organisation of participatory processes of evaluation
-Elaboration of the final report, with recommendations for the development of participatory methodologies in the planning system, and organisation and dissemination of a "good-practices guide".
From the point of view of the contributions of the project for the knowledge in the area, it is important to mention that the participation in the processes of territory planning has come to be considered as a right of citizenship and, simultaneously, as condition of the legitimation and effectiveness of these processes. The importance conferred to the participation in the current legislative context of the instruments of management of the territory justifies, also, the necessity to inform the methodologies to be developed in the portuguese context.
