Objectives

COURSE OBJECTIVES

To acknowledge the role of different urban intervention projects in the transformation of the conditions of development and of organization of specific urban territories, located in the Porto Metropolitan Area.
The main aim is to analyse particularly the relative importance of urban plans, programmes or projects within the solution of the problems existing in several urban areas. These present diverse characteristics regarding not only their internal spatial organization, but also their logic of functional insertion (articulation) within the metropolitan context.
This analysis involves the diagnosis of the main urban problems existing in the areas referred to, and the assessment of the effects of different urban intervention projects in the solution of such problems.
Another aim of this course is to reflect upon those local effects, which means upon the capacities/potentialities of the different Urban Intervention Projects for the integrated transformation of critical areas within the Porto Metropolitan Area.

Program

1.1 DETAILED EXPLANATION OF THE METHODOLOGY SUMMARISED IN THE TABLE

STAGE I

Firstly, the study organization must be based upon the description/characterization of the area of study, as regards the main existing urban problems, complemented by a card/summary (diagnosis) of the information considered relevant.
Secondly, the study must observe the description/characterization of the intervention (Municipal Plan, Intervention Programme, Intervention Project,...) regarding objectives, implementation conditions and operational aspects (operational conditions of success).
A card of activities should also be prepared immediately before the fieldwork starts, integrating the card of characterization of the intervention, the methodology of the intervention and the programme of the fieldwork.

STAGE II

The assessment of the contribution of the various interventions (Programmes, Plans and/or Projects) within the integrated solution of critical situation and/or urban development challenges, and the analysis of their interrelationship conditions requires the previous systematization of objectives and assessment criteria. The choice of these assessment domains must based on a critical reflection upon the nature and importance of the urban policy problems and challenges set in the city. These are generically mentioned in the different studies that exist (of general, local, regional, metropolitan character,…). The above-mentioned choice should also be based on methodological issues raised by such problems, namely regarding the action of integrated ways of intervention. This stage ends in the assessment performance.

STAGE III

Final Report – Work Programme and Conclusion.
The final result of this assessment study should be brought together in a final report including namely:
• the model of the analysis of the area of intervention;
• the characterization card of the intervention;
• the assessment methodology adopted (in its final version);
• the assessment results;
• a critical comment about the project’s assessment device.


2. SEMINAR PERFORMANCE

The task will be performed by groups of 6 students, in a total of 5 groups, to whom will correspond six areas of study (each group will work on a different area of study/intervention).

The areas per group selected for study are as follows:

• Selected area of URBAN I and II;
• Maia – Directional Centre of Maia;
• Maia – Area of the streets Santos Leite and Carlos Pires Felgueiras;
• Trofa – Surrounding area of the Railway Station;
• Vila Nova de Gaia – area of the Serra do Pilar (POLIS);
• Vila Nova de Gaia – area of Afurada (POLIS);









3.SCHEDULING

The work should be structured in accordance with the following schedule:

• Until 09 November 2004 (STAGE I):

Selection and analysis of relevant documents and research about assessment issues; critical reflection upon the different studies/diagnoses and suggested model of characterization (work structure); nature and importance of the urban policy problems and challenges presented to the areas of study; systematization of objectives and assessment results.
Presentation of a document contextualising the work developed until this date (report of the course of study), explaining the Work Programme.

• On 09 November 2004

Presentation of the Report of the Course of Study.

• From 09 November 2004 until 14 December 2004 (STAGE II):

Presentation of Assessment Methodologies of Programmes and Projects;
Systematization of objectives and assessment criteria of the intervention programmes or projects;
Assessment Performance/ results;
Writing the final report– preparation of “Conclusions”.

• On 7 January 2005:

Work presentation and discussion.

Teaching methods and learning activities

Guidance to projects.
Presentation of case studies.
