Objectives
To present the current debate on the urban problem and the processes of urban development. To develop the ability to analyze, prospect, and intervene in the city by knowing the fundamental principles concerning the instruments of urban policy and planning.
Program
1. The Urban issue.
- Fundamental tendencies of evolution of urban agglomerates. The new cycle of urban growth; competitive advantages of cities: from regional poles to the European metropolis; the city as a means for innovation; from urban hierarchies to network of cities: transformations in the urban system and dominant relational networks;
- The current urban problems: the problems of the urban system; the urban problems in terms of a typology of centres and their functions; the main urban problems in terms of specific conditions for spatial evolution and definition.
2. Principles and instruments for urban policy and planning
- Urban planning: concepts, methodological attitudes and basic considerations.
- The urban policies and the instruments of intervention in Portugal and the European Union.
- Main themes of intervention in the city.
- The strategic plans for cities. The urban project.
- Public-private partnerships and the shared production of the city.
Theoretical/practical programme:
Development of a series of works related to specific themes. In the last few years the following works were carried out:
1- Elaboration of a "Technical Record” related to the Porto Metropolitan Area.
2- Assessment of the Ability to Territorial Regeneration in Porto’s Metropolitan Area, through the analyses of “voids” associated with industrial usage.
3- Analysis of applications of the GIS in the context of Urban Planning.
4. Analysis of Urban Problems in selected areas within the periphery of the metropolitan area.
5. Intensive characterization of a “Problematic Area”, definition of strategies for its rehabilitation, and creation of subsequent action proposals.
Teaching methods and learning activities
The teaching will consist of theoretical classes, with a predominantly explanatory nature, and in theoretical and practical classes, with group work.
