Objectives
Development of an Action Plan - an integrated strategy of urban regeneration.
According to the subject which students should develop, this plan must be focosed in a specific critical urban regeneration area.
Program
Central subject: The PLANNING Role on the
development of OPORTO HISTORICAL CENTER.
SUBJECT 1 - Oporto Historical Center: how should we use the patrimony heritage as a tool to promote/change the local development?
SUBJECT 2 - Oporto Historical Center: how to make compatible its patrimonial identity with innovative dynamic (associates to the new technologies) of local development? (the historical center can escape to its patrimonial identity?) SUBJECT 3 - How to promote/develop `inclusive' dynamic actions as a support to local communities? (The historical center can escape to its social identity? Are inclusive strategies of development compatible with an urban museum?)
For each subject an Action Plan shoul be developed inside a specific context: an integrated urban regeneration strategy.
The Action Plan must contain:
a) The strategy of socio-economic development and its space definition (proposal of functional zones for the area, identification of critical zones - conditioning or incresing the development of the area - and localization of main urban projects);
b) The program for public space qualification and construction: b1) Delimitation and characterization of the area, with particular prominence of public spaces, i.e. space characterization inside the intervention area through the survey of existing physical and functional components, identification of its qualities, place constaints and/or strenghs (crossing of different technical-constructive conflicts, public space capacity to receive several activities, space infrastructures, outdoor activities developed, etc.); b2) Treatment of the collected data.
c) Main parameters of space analysis concerning the urban requalification: c1) Dimensional compatibility of diferent material and functional existences - the space specialization; c2) Interdependent compatibility of sub-spaces, components and urban elements of construction - civic values; c3) Functional eficience; c4) Arquitecture and symbology of places (historical, symbolic and evocative relation of "figure-ground", specific aspects between ambience and lanscape, among others).
d) Quality, in general. - the program for the spatial and mobility system. Methodology.
The work development must take care of the following metodologic aspects:
1- Historical center general characterization (population, functions, characteristics of the urban fabric, mobility system...)
2 - Analysis of main specific projects (investments in the scope of European programs, interventions in the urban requalification field...);
3 - Definition of the strategy; specific bibliography research and analysis;
4 - Definition of an urban regeneration critical area;
5 - Identification of key elements which should shape the development of a peculiar strategy, detention of critical situations (for example, museums, buildings of strong patrimonial character, factors of `exclusion'...);
6 - Evaluation of prescribed condicionante factors (PDM, RGEU...);
7 - Identification of agents and important institutions related with the strategy and also the definition of joint conditions (partnerships).
