Not necessarily, as a mobility student your classes typically have the option to be taught in English. However, you can always check the language of teaching of the University where you go here in the case of the Bachelors, and here in the case of masters.
According to DGES, all students who enroll in the Erasmus + programme (mobility for members of the European Union) are eligible for a grant depending on the country in question, to help with monetary expenses for transport, food and accommodation. If you enroll in the regular DGES grant and for a student considered to be a SASUP grantee (to support tuition fees and possible travel) in addition to the E+ grant, you are also entitled to a supplementary grant awarded by SASUP to support mobility. You can always approach people you know who may have already gone to the same country/place you want to go, but you can also find them on social networks. You can search on blogs, or even vlogs. A safe contact is also the international relations office of the destination university.

If the mobility country does not belong to the European Union, it must take out a private insurance. After acceptance at the destination university, you must arrange for the visa at the consulate of that country in Portugal, as soon as possible, if possible three months in advance.
All partner universities require a certificate of English proficiency. You must obtain it before starting the pre-application process. If you do not have the certificate, you should contact UNAPS-FLUP (unaps@letras.up.pt), as they take monthly language certification exams. You can also take online English certification courses (Linguaskill) or apply for official certification (e.g., TOEFL, TOEIC, IELTS).
