Objectives
The purpose of the course is to provide an advanced and deep qualification on the innovation policy domain. Consequently, the course gives tools for understanding the nature, the foundations, the instruments and the limitations of the innovation policy.
Learning outcomes and competences
The final grade depends on the students’ ability to answer questions such as: What is innovation policy? What are its instruments? Why using the innovation policy? How can we make the innovation policy more effective? What are the main instruments of innovation policies at regional, national and European level?

- Introduction. Definition and scope of innovation policy. Social return and private return of innovation activities.
- Measuring innovation. Input and output indicators. Financial resources and human resources for R&D. Bibliometrics and patents. Technology balance of payments.
- Intellectual propriety and patent economics. Principles for intellectual propriety rights (IPR). Types of IPR. The nature of patents. Delimitation: Patents and author rights. Objectives of the patent system. The economics of patents. Alternative ways of protection. Exclusive rights and market power. Static and dynamic efficiency. Patent races. Duration and scope of patents.
- Science, technology and innovation: instruments inventory and selective analysis. Science and technology policy. Scientific infrastructures and academic research. Technological infrastructures, technological services and technology transfer. Financial and fiscal subventions to innovation. Financial instruments for capitalisation. Entrepreneurship policies and technological entrepreneurship.
- Science, technology and innovation: Coordination and instruments integration. Collective efficiency. Public initiatives versus public-private partnerships. Clusters Policy. Global framework for coordination of innovation policies in Portugal and European Union. Analysis of recent trends. Innovation policy under Europe 2020 and under Portugal 2020.

Diversified methodologies: Presentation and discussion of theoretical issues; analysis, both individual or in team work, of statistical indicators; analysis of objectives and instruments in applications of innovation policies; analysis of the design of innovation policies in different regional and national frameworks; case studies.
