Objectives
- Understanding the origins of the contemporary police model from the
historical analysis of different forms of police at different times and
social and political circumstances.
- Distinguish the different models of contemporary police: centralist, decentralized, federal.
- know the history, the current structure and critically analyze the some
of the major Police models of Europe, America, Africa, Asia with
emphasis on the Portuguese model.
- Understand the functioning of the private security in relation with
public one in contemporary societies.
Learning outcomes and competences
It is intended that students identity and distinguish the concept of
security, its history, its relationship with power and its development
and changes to the current days, as well as the dynamic construction of the police models through the contact with the most
relevant
police models, seen historical and culturally, especially the portuguese
one.

3. Contemporary police models:
a) The concept of model: dynamic concept; theoretical, professional and community police models
b) European Models: Portugal, Spain, France, Belgium, Germany,
Italy and UK
c) North American models: USA, Canada and Mexico
d) South American models: Brasil, Argentina
e) Other models: Russia, China and Angola
4. The European area of security: Interpol, Trevi, Schengen and Europol
5. The sate and the emergence of new security policies: the governance,
its actors and its application within the Portuguese public
administration.

Teaching methods and learning activities
Concerning the teaching methodologies, there are theoretical-practical
classes combining the contents presentation with the realization of
exercises of knowledge application. We highlight the working groups,
focusing on the analysis and discussion of concrete police models
prepared by each student.
