Resumo (PT): Este texto examina os efeitos da regulação régia no aumento dos incentivos à Misericórdia de Lisboa para adquirir padrões de juro. O ponto de partida será a análise do perfil creditício da irmandade antes e depois da promulgação do alvará de 31 de janeiro de 1775, pelo qual a coroa a proibiu de emprestar dinheiro a juros a particulares. Coloca-se a hipótese de a legislação ter provocado um efeito de “crowding out”, isto é, um deslocamento dos fundos da Misericórdia do mercado de crédito privado para o mercado de crédito público. Os dados revelam que, depois da publicação do alvará de 1775, a irmandade aumentou a sua participação no mercado da dívida régia, ao comprar uma quantidade considerável de padrões de juro tanto no mercado primário como no mercado secundário.
Abstract (EN): This text examines the effects of the royal regulation on increasing the incentives to the Lisbon Misericórdia to acquire public debt instruments (“padrões de juro”). It focuses on the analysis of the credit activity of the brotherhood before and after the royal charter of January 31, 1775, by which the Misericórdia was forbidden to lend money to particular individuals. It puts forward the hypothesis that the royal decree might have had a crowding out effect, that is, a shift in lending toward the crown. Data reveal that the Misericórdia expanded its participation in the public credit market due to this charter, particularly between 1782 and 1792, when it bought a significant amount of debt either in the primary (directly to the Exchequer) and in the secondary market (to private individuals).
