Abstract (EN):
In the last decades the public transport sector has been revaluating its role in the society. Demands for quality of service improvement, cooperation for the sustainable development of community and environment, responsibility for the traffic and pollution reduction in the big cities and increased scrutiny in its financial and budgetary results are the main reasons. Therefore, to efficiently and effectively respond to the increasing necessities of the society, such companies have been modernizing their managerial and operational processes through the implementation of new techniques and methodologies.
The authors propose a new structure for the management control system of such companies based in the implementation of tools, like the Balanced ScoreCard (BSC), traditionally used by the private sector, and duly modified for this purpose.
This proposal is being applied in STCP, a public transport company in the city of Oporto, in order to implement a new strategic approach, more focused in the value creation for the stakeholder.
Finally, this paper will discuss the resulting benefits originated by the introduction of the methodology in the company.
