Abstract (EN):
The main theme of this paper, which is based upon a research that is being carried through at the Territorial, Urban and Environment Planning Section of the Faculty of Engineering of Oporto University, consists in the theoretical definition and the practical implementation of a ¿mass appraisal¿ evaluation system for land rents in urban sites where urban interventions/developments in the high tertiary sector are expected. A hedonic model is developed, which allows the establishment of appropriate patterns for land rent deserved to services, based on real urban conditions (prices and characteristics of offices and office buildings). This integrated model (that consists in a set of interactive tools, including a cartographic display interface in geographic information systems) is designed to support municipal power agent planning and fiscal policy decisions, and their implementation. It is applied, as a case study, to the Oporto city (Portugal).
