Resumo (PT): A vivência em pleno da cidade apela a uma cidadania activa, o que pressupõe a existência de um padrão social de referência em termos de direitos e de deveres. O direito à cidade está associado ao exercício de outros direitos, designadamente, o direito ao alojamento, o direito ao emprego, o direito aos serviços, o direito à cultura e à qualidade de vida urbana e o direito de cidadania. Nesta óptica, e no pólo oposto, poderemos então considerar que algumas áreas da cidade, designadamente os bairros desqualificados são os lugares onde existem cumulativamente os maiores estrangulamentos face a estes direitos. Considerando que a localização geográfica e a configuração espacial destes territórios condicionam as práticas e vivências de quem aqui reside, importa referir que o Lagarteiro é o Bairro mais periférico da cidade do Porto, encontrando-se inscrito numa zona marcada por uma ainda forte ruralidade, mal servida em termos de transportes públicos e com uma rede viária de acessos deficiente. Neste sentido, o Lagarteiro surge como um aglomerado residencial desintegrado da malha urbana envolvente, fechado sobre si mesmo, distanciado da cidade dominante e alvo de um processo de segregação sócio-espacial. Como ponto de partida, parece importante salientar que o Bairro, ainda que se assuma como unidade básica de análise e de intervenção para a requalificação do tecido social, cultural e económico, assume uma dimensão limitada para a efectivação de um projecto de qualificação urbana mais alargado. A cidade é mais do que uma justaposição de bairros; assim, o Bairro do ponto de vista da integração social e urbana terá que ser integrado dentro de um projecto estratégico estruturante para a cidade, de forma a alcançar-se a necessária articulação entre a cidade e o urbano. Neste sentido, é fundamental articular a intervenção no Bairro do Lagarteiro com o Projecto para o Parque Oriental e toda a necessária qualificação da Zona Oriental da cidade.

Abstract (EN): Living the city calls for an active citizenship, which presupposes the existence of a social norm of reference in terms of rights and duties. The right to the city is associated with the exercise of other rights including the right to housing, the right to employment, the right to the services, the right to culture and quality of urban life and citizenship. Accordingly, and at the opposite pole, we can then consider that some areas of the city, including the disqualified bairros are places where there are cumulatively the largest bottlenecks in the face of these rights. Whereas the geographical location and spatial configuration of these areas affect the practices and experiences of those who reside here, noted that the Bairro do Lagarteiro is the most peripheral in the city of Porto and is registered in an area marked by a still strong rural, poorly served in terms of public transport and a network of access roads deficient. In this sense, the Bairro do Lagarteiro appears as a cluster residential disintegrated the urban environment, closed in on itself, away from the city and dominant target of a process of socio-spatial segregation. As a starting point, it seems important to note that the Bairro, even if we assume as the basic unit of analysis and intervention for the rehabilitation of the social, cultural and economic, is limited for the implementation of a urban qualification. The city is more than a juxtaposition of bairros, so the point of view of urban and social integration have to be integrated within a draft strategy for structuring the city in order to achieve the necessary coordination between the city and urban. In this sense, it is essential to articulate the intervention in the Bairro do Lagarteiro with the Project for the Park East and all the necessary qualifications of the Eastern Zone of the city.
