Abstract (EN):
This article presents a view and a methodology of planning evaluation. This view integrates elements from three different types of planning evaluation, based on rationality ex ante, performance and conformance. The authors propose the Plan-Process-Results (PPR) methodology for evaluating planning and plan implementation. A number of criteria for comprehensive evaluation are presented. The application of this methodology to a particular case study, the Lisbon Municipal Plan (1994), illustrates how PPR can enable the identification and explanation of the main successes of planning activity.
