ModESPar promotes modernization of the higher education (HE) system in Paraguay, creating models, mechanisms & resources necessary to achieve quality & internationalization. The required structural changes will be accomplished by a strong consortium of the 3 most important HE organizations in Paraguay - the Ministry of Education and Sciences (MEC), the National Quality Assurance and Accreditation Agency (ANEAES), & the National Higher Education Council (CONES) - together with 6 leading Paraguayan universities, & with the support of 4 European partners highly experienced in fostering reform and modernization in HE institutions & systems.
The structural impact will be ensured through a rigorous programme of modernization activities, grouped around 3 lines:
1. Creating Subject-Specific & National Qualifications Reference Frameworks, to stipulate the quality & relevance, as well as the internationalization of university degrees based on the social needs of Paraguay & international standards;
2. Implementing Mechanisms for allocation of Credits based on Student Workload & linked to the achievement of Learning Outcomes, & for continuous monitoring of the accuracy of credit allocation; &
3. Developing resources for professionalization of university teaching - to identify & acquire competences necessary to achieve the desired quality, modernization & internationalization of HE in Paraguay.
Teams of students & academics will work together throughout the project to carry out all the project activities in constant dialogue with representatives of the highest national HE authorities.
50+ dissemination events will bring on board all HEIs in Paraguay, engaging students, graduates, academics, employers, HE authorities, & the HE sector as a whole into joint efforts to modernize Paraguayan HE.
