The curricular unit of European Administrative Law aims to provide students with an integrated and in-depth view of the foundations and evolution of national Administrative Law in the European context and of European Administrative Law.
In line with the Study Plan, it is an essential discipline for the training of any jurist, seeking to provide the necessary skills, both in theoretical-dogmatic and in practical-jurisprudential terms.
I – The European Union from an institutional perspective: nature, attributions and competences. European Public Administration
II – The Law of the European Union
III – The primacy of European Union Law and the role of the Court of Justice and the States
IV – The Europeanization of national administrative rights: administrative law as a multilevel law
V – European administrative law: concept, scope and general principles
VI – The exercise of the European administrative function and the articulation and between the national Public Administrations and the Public Administration of the European Union
VII – The transnational dimension of the national administrative activity, the functioning of Public Administrations in a network and the role of transnational recognition
VIII – On the (un)necessity of a European administrative procedure
IX - For a multilevel guarantee of the managed: procedural guarantees and jurisdictional guarantees
I – Introduction to European Public Procurement Law
II – Brief historical perspective: the evolution of European Public Procurement Law since the 1st generation Directives in the 60s of the century. XX to the 2008 amendment of the Resources Directive (89/665/EEC and 92/13/EEC) and the 2014 Directives
III – The Resource Directives and the invalidity and litigation regimes for public contracts, and their respective transposition to the CCP and CPTA
IV - The advent of the regime for the execution of public contracts and concession contracts with the 2014 Directives, in the matters of subcontracting, modification and termination of contracts, and the respective transposition to the CCP
Theoretical and practical teaching.

Approval in the course depends on the completion of a written work on a topic of the study plan.
The written work must be delivered by the last day of classes, and must meet the following requirements:
3.1. Font/size: times new roman, size 12 in body text and size 10 in footnotes;
3.2. Line spacing: 1.5 spacing in the body of the text and single spacing in footnotes;
3.3. Top margin: 3
3.4. Lower margin: 2.5
3.5. Sides: 2.5
3.6. Alignment: justified
Approval depends on obtaining at least 10 points in the written work presented.
Failure to present the work within the indicated deadline means that the assessment will depend on the completion of a written exam, to be carried out on the date indicated in the calendar of exams for the 1st semester.
Obtaining a negative classification in the work presented implies taking a written exam, to be carried out at the time of appeal indicated in the calendar of exams for the 1st semester.
