Resumo (PT): Debruçada sobre o rio Douro, a cidade do Porto desfruta de uma estrutura urbanística e paisagística inigualável. As marcas desta especificidade sentem-se na Arquitectura, nos monumentos, nos espaços de lazer e até nas ruas que a desenham. Mas, nenhuma cidade é homogénea e mesmo numa pequena urbe, como é o caso do Porto, encontramos cenários diversos e realidades divergentes. Vagueando pela zona histórica da cidade, é notório o abandono do edificado, a crescente degradação e mais importante que isso, a falta da dita “população portuense”. O tema da reabilitação numa cidade como o Porto não é nada de novo, muito já foi dito, escrito e até posto em prática. A realidade é visível e, embora tanto tenha sido feito, a imagem degrada da zona histórica da cidade mantémse. Passados quase 40 anos desde as intervenções do CRUARB e mais 10 de intervenções do Porto Vivo SRU, a quebra de actividade e o consequente abandono de edificado e perda de população, continuam a ser a grande problemática que impede o desenvolvimento da cidade. Em pleno século XXI , a cidade transforma-se a um tempo diferente do passado, tudo é mais rápido e mais emergente, a instabilidade social e individual é maior e cresce a um ritmo mais acelerado. A presente prova foi começada através de uma análise à realidade do centro da cidade. Foram vários os problemas encontrados e então foi necessário escolher uma zona de estudo para que alguns pontos fossem estudados mais a fundo, uma caracterização superficial não seria suficiente para chegar ao cerne da questão: o porquê da degradação, porque é que hoje ainda se verifica esta situação. Esta tese pretende estudar a Rua da Reboleira, uma das mais antigas e relevantes no contexto histórico mercantil da cidade, mas também uma das mais degradadas e mais abandonadas do centro histórico. A proximidade ao cais da Ribeira torna-a parte das visitas turísticas ,sendo mesmo os turistas, as únicas pessoas que lhe dão “vida”. A importância histórica das casas que a compõe, embora relevante para fins turísticos, não o parece ser quando falamos em vivência não temporária. Esta dicotomia, habitação permanente/turismo é algo muito debatido actualmente. Crê-se que o turismo poderá ser a grande potência de desenvolvimento do país, mas e então a população? Num tempo em que muitos jovens portugueses e estrangeiros querem efectivamente viver/ocupar a baixa do Porto, é importante reflectir sobre este balanço entre a actual população que lá vive e quem quer ir viver para lá agora, não pondo de parte o turismo, mas sem fazer dele o único ponto importante nesta história que já há muito se repete. É pertinente também perceber a tradição, o porquê da importância daquele pedaço da cidade, porque é que tantas vezes se ouve que reabilitar uma casa na baixa é mais caro que construir de novo. Construir neste momento talvez não seja mais a solução. Tanto do nosso património histórico, industrial e até social foi substituído ao longo dos tempos, perduram as memórias das pessoas que ainda hoje se lembram de como era “naquela altura”, como eram felizes quando todos se conheciam e tinham um café, uma mercearia, um trabalho perto de casa. A evolução de “cidade”, os novos centros e periferias que se propiciaram através do desenvolvimento e expansão desta, geraram também todo um crescente despovoamento do centro. Ao longo dos últimos 50 anos, o centro histórico do Porto passou de demasiado povoado a desertificado. Mais do que recuperar o edificado, é preciso recuperar os valores de cidade, gerar ânimo na sociedade, procurar o interesse no regresso ao centro histórico , revitalizar novas dinâmicas urbanas, tanto a nível técnico como a nível social.

Abstract (EN): Hunched over Douro river, Porto enjoys of a unparalleled urban and landscaping structure. The marks of this specificity are felt in architecture, in the monuments, in the leisure spaces and even in the streets that draw the city. But no city is homogeneous and even in a small city as Porto's case, we find a diversity of scenarios and several diverging realities. By wandering in the city's historical area, it's quite evident the abandonment of buildings in general, the degradation growth and more important than that, the lack of "Porto's population". Rehabilitation as a subject in a city like Porto, it's not new, a lot has been already said, written or even laid into practice. The truth is quite visible and although many things have been made, the degrading image of the historical area remains. Almost 40 years have passed since CRUARB’s interventions and more 10 years of Porto Vivo SRU's interventions, the breaking of activity, the consequential abandonment of buildings and the loss of population, remain to be a great problem for the city's development. In full 21st century, the city transforms itself in a different rhythm, everything runs faster and more emergent, the social and individual instability is bigger and grows more rapidly. This thesis was started by analyzing the city center's reality. Several problems were found and since then it was necessary to choose an area so that some points could be deeply studied, a superficial analysis wouldn't be enough to get to the main point: why the degradation, why nowadays it still takes place? This dissertation aims to study Reboleira Street, one of the most antique and relevant streets in the historical and commercial context of Porto but also one of the most degraded and abandoned in the historical center. The proximity to Cais da Ribeira makes it part of the touristic routes, tourists being the only ones who give it life. The historical importance of the houses that compose it, although relevant for touristic purposes, seems not to be when we talk about temporary living. This dichotomy permanent living versus tourism is something currently widely discussed. It's believed that tourism can be the great development force for the country, but what about the population? In a time that most Portuguese and foreigner young people want indeed to live/occupy Porto's downtown, it is important to think about this balance between the population that actually lives there and the ones that want to live, not excluding tourism but without making it the only important point in this story that has been repeating itself. It's quite important to understand the tradition, the why is that piece of the city so relevant? And the why is it more expensive to rehabilitate instead of building new houses? To build in this moment it might not be the best solution. Both of our historical, industrial and even social patrimony was replaced throughout the times, now only the memories of the people which today remembers of how it was "in the good old days" remain, of how they were happy when everyone knew each other and had a cafe, a grocery store and a job close to home. The evolution of "city", the new centers and suburbs that appeared through the development and expansion of it, also generated an entire decreasing of population in the center. Throughout 50 years, Porto's historical center came from too much populated to uninhabited. More than rehabilitating the buildings, it's necessary to restore the city values, to generate a happy mood in society, seek for the interest in the historical center and revitalize a new urban dynamics, both in technical and social levels.
