Resumo (PT):
A presente dissertação elege, como objecto de estudo, um sector urbano da periferia de Roma. A sua origem deve-se a um bairro INA-Casa e reflecte uma investigação teórica, na qual se explora não só o conceito de espaço público e a sua capacidade de funcionar como regenerador urbano da cidade, mas também o programa INA-Casa e a ideia de comunidade, princípio que esteve na base dos bairros residenciais da reconstrução do pós-guerra italiano. O bairro Tiburtino, que faz parte do vasto programa de habitação social apresentado pelo ministro Fanfani em 1949, mantém, nos dias de hoje, uma clara distinção do tecido urbano da cidade contemporânea que foi crescendo em seu redor (hoje denominada Casal Bruciato). A sua reduzida dimensão e a articulação dos diferentes espaços que o configuram, estabelecem diferentes relações com o exterior e tornam-se características peculiares que o distinguem de outros aglomerados residenciais urbanos. No entanto, a evolução da sociedade, as transformações socioeconómicas, a privatização da vida urbana e a sua segregação, tornaram-se factores que desqualificaram estes espaços, tornando-os ao longo do tempo em lugares indefinidos, degradados e sem identidade, acentuados pelo estigma social e pelo abandono do espaço público.
Assim, procuram-se delinear estratégias de acção/requalificação deste sector urbano que, aprendendo com o passado para reflectir o presente, garantam uma melhor relação com a cidade e melhorem as condições do espaço público existente. A criação de novos espaços colectivos, abertos a novos usos e práticas comunitárias, pode representar o primeiro passo numa estratégia de reabilitação, que integre não só componentes físicas, espaciais e ambientais mas também sociais e vivenciais, tidas como preciosos recursos para a coesão social, para construir comunidades mais sólidas e mais conscientes do valor cívico e do viver em conjunto.
Abstract (EN):
This thesis elects, as object of study, an urban sector of Rome's periphery. Its origin is due to an INA-Casa neighborhood and reflects a theoretical investigation, which not only explores the concept of public space and its capacity of functioning as an urban regenerator of the city, but also researches about the INA-Casa program, and the idea of community. The main principle of the residential neighborhoods that were built by the time of the Italian Reconstruciton from the Second World War. The Tiburtino neighborhood, which belongs to the big amount of social housing program presented by the Minister Fanfani in 1949, maintains, today, a clear distinction from the contemporary residential area that has been growing around it (called today Casal Bruciato). Its small size, the space articulation and the variety of buildings that configure it, establish different relations with the exterior. Becoming a neighborhood full of peculiar characteristics, that distinguish it from other urban residential areas. However, the evolution of society, the socio-economic transformations, the privatization of urban life and its segregation, have become factors that have disqualified these spaces. As time passed by, these issues transformed them into indefinite places, degraded and without identity, which were accentuated by stigma and abandonment of public space.
So, the main objective is trying to outline strategies of action/requalification for this urban sector. Strategies that, learning from the past to reflect the present, ensure a better relationship with the city and improve the conditions of the existing public space. The creation of new collective spaces, open to new community practices, may represent the first step in a bigger rehabilitation strategy, that integrates not only physical, spatial and environmental components but also social and behavioral resources, which are considered precious resources for social cohesion, to build better communities more aware of the civic value of living together.
