João Tomé Saraiva is the manager of the Energy Markets and Regulation area of the Center for Power and Energy Systems of INESCTEC. He has been involved in several consultancy projects for Portuguese and non Portuguese power system companies, for regulatory agencies and in several national and EU funded projects, on electricity markets, tariff issues, development of micro grids, development of power systems application modules for DMS applications, impact of the increase of electric vehicles on electricity networks and implementation of dynamic tariffs in Portugal.
His main responsibilities and areas of activity include the support to market agents, power system operators and regulatory agencies in different kind of consultancy works, development of tariff schemes regarding the use of the networks including incentive schemes to improve the operation conditions of the networks namely the quality of service, the evaluation of development and investment plans of transmission and distribution operators, the development of models and solution approaches regarding the long term expansion of generation and transmission systems, the implementation of dynamic tariffs in the electricity sector, the redesign of the market mechanisms in view of the changes in the generation mix in Portugal and Spain, and proposals to reshape the distribution activity in Portugal in view of the development of micro generation, self consumption and renewable communities.
During his career he authored or co authored more than 50 journal papers, more than 250 Conference papers and co authored 6 books on quality of service in the electricity sector, on regulatory strategies and tariffs, and on storage technologies and applications on the electricity sector. He supervised 12 PhD and more than 70 MSc Thesis at FEUP. He integrated numerous PhD and MSc Juries in Portuguese Universities (as University of Lisbon, University of Coimbra, University of Aveiro and ISCTE) as well as Juries in foreign universities as in Pontificia Universidad Comillas, Universidad Nacional de san Juan, Argentina, Norwegian University of Science and Technology, NTNU, and Universidade Federal de Santa Catarina, Brazil.
Currently, at FEUP he is responsible for courses on Electricity Markets and Regulation strategies both at the Integrated Master and at the PhD Programs on ECE and on Sustainable Energy Systems. In 2016 he chaired at FEUP the 13th International Conference on the European Energy Market, EEM 2016, and he integrates its Steering Committee. He also integrates the International Advisory Committee of the IEEE Power Tech Conference and is the Chair of the Basil Papadias Best Student Prize, awarded in this bi annual conference.
